There is no specific person that should sign the legal documents in production and the choice of the person is given to the NO organisation. This should just be their representative, but no dependency on hierarchy. They can assign the legal package to the same person who accepted the compliance package for Pre-Production on behalf of their organisation. This will not be "physical signature" but the process of "acceptance" through the EUSurvey, the same way it was done for Pre-Prod.
